What Is It? Caller ID Spoofing or Caller ID Bluffing makes a fake telephone number appear on the display of the recipient's Caller ID display. The call can be made to “appear” to originate from anywhere or from anyone. Some collection agencies have used this practice to make incoming calls appear to originate from hospitals, elderly parents etc., to trick the person being called into answering the phone. Generally calls are made as pranks.
How Does It Work? Typically customers pay in advance allowing them to make as many calls as they want for a block of time. (Usually 60-minutes) First a customer dials a number given to them by the Spoofing or Fake Caller ID Company. Customers then enter a PIN, then the number they wish to call and then number they wish to appear as the caller ID. Some companies offer to “alter” the voice of the caller for free.
Legal or Not? On June 27, 2007, the United States Senate Committee on Commerce, Science and Transportation approved and submitted to the Senate calendar S.704, a bill that would make it a crime to spoof caller ID. The bill never became law. The bill has been reintroduced by Senator Bill Nelson (D-FL) as S.30 the Truth in Caller ID Act of 2009. Some states have already banned the use of Caller ID Spoofing, but it would appear, thus far, no one has been prosecuted. Several of the largest Fake Caller ID companies are based in Florida, a State which Senator Nelson represents. Harassment calls have been illegal for years.
